(1)创建“亚洲公民观”理论。三度获 SAGE International Handbook/Encyclopedia (国际手册、百科全书)收录。
(2)承担20余项高层次项目,经费超过2000万元。1996 年,作为主要参加人,起草《学校公民教育指引》,并由香港特区政府颁布。
(3)出版著作包括专书30多本,论文170余篇,在英国、美国、新加坡、印度、中国大陆、 台湾及香港等地出版,并曾于多个国际会议担任主讲嘉宾,会议主办者包括联合国教科文组织、美 国哈佛大学、英国牛津大学、剑桥大学、中国北京大学、清华大学、北京师范大学、南京师范大学、日本广岛大学等。

(9)担任重要机构的负责人。2010-2013年,获选联合国教科文组织世界比较教育联合会主 席(President, World Council of Comparative Education Societies,WCCES)。该会约有40个来自世界各地的分会。1995年和2009年,获得国家教育成就评价研究中心(IEA)两度委任为国际公民教育研究的国际委员会成员。2014 年,获委联合国教科文组织全球公民教育专家组成员、国际经贸组织 PISA 2018 筹备专家组成员。此外,曾担任新加坡国立健保集团社区健康研究伦理委员会主席、香港教育局教育统筹委员会成员、香港政府优质教育基金督导委员会成员、香港教育局课程发展议会成员、香港德育卓越教学奖(小学组)主席、廉政公署德育期刊主编。
(10)担任中国中山大学、北京师范大学、南京师范大学、香港大学、澳大利亚悉尼大学等高校的荣誉教授。
(11)成功创建香港大学比较教育研究中心与香港教育大学公民教育中心,两个中心现已成为该领域国际知名并具影响力的中心。
