Abstract_Chinese:作为衡量配电网智能化水平的重要途径,智能配电网态势感知已成为保证配电网安全、稳定运行的关键技术.针对配电网设备多样、运行多态而态势感知差异大的特征,为实现对智能配电网态势感知实现效果的定量分析,本文建立了智能配电网态势感知实现效果综合评估模型,包括综合评估指标体系和评估方法.其中,综合评估指标体系包括设备状态监测水平、电能质量监测水平、电网可靠性水平、电网自愈能力、电网消纳可再生能源水平5个方面一级指标,以及共计17个二级指标,实现对智能配电网态势感知实现效果的客观量化.综合评估方法方面,考虑到主观评估方法的专家意见偏好性与客观评估方法的强样本依赖性,本文采用基于二项系数方法和多目标规划方法相结合的主客观混合评估方法对综合评估指标体系进行赋权.典型配电网案例验证了该模型的可行性和实用性.本文所提出的智能配电网态势感知实现效果综合评估模型客观准确反映了配电网运行状况,消除了单一评估方法的片面性,有效提升了智能配电网的可观测度,实现了对配电网薄弱环节和潜在风险的分析,可为后续配电网态势感知领域的综合评估工作提供借鉴.
Abstract_English:Situational awareness (SA) in a smart distribution network (SDN) is considered as a significant process that ensures its stable operation and determines its intelligence level. An SDN is characterized by equipment diversity and polymorphic operation. In order to quantitatively analyze the SA effects of an SDN,a comprehensive evaluation model that includes comprehensive evaluation indicators and evaluation methods was proposed. The comprehensive evaluation indicator system consists of five aspects: the monitoring level of equipment status and power quality,reliability,self-healing capability,and consumption level of renewable energy,which is five aspects of first-level indicators and a total of 17 second-level indicators. In terms of comprehensive evaluation methods,this study used binomial coefficient method-based,subjective weighting and multi-objective programming method-based,objective weighting in order to weight the proposed indicator system. The expert scoring ambiguity of the subjective evaluation method and the sample dependence of the objective evaluation method were both considered. A case was used to verify the feasibility and practicality of the proposed model. The comprehensive evaluation model that was developed for the SA effects of the SDN accurately reflects the operational status of the distribution network,eliminates the one-sidedness of the single evaluation method,improves the observability of the SDN,analyzes the weak links and potential risks of the SDN,and provides technical support for the comprehensive evaluation in the field of SA of an SDN.
