Dr. Chan received B.Eng. and M.Eng.Sc. degrees from The University of Melbourne in 1988 and 1990 respectively, and a Ph.D. degree from the Royal Melbourne Institute of Technology in 1994. He worked in Telstra Research Laboratories (TRL) from 1989 to 1994, where he held the position of Engineer from 1989 to 1992 and Senior Engineer from 1992 to 1994. During his stay in TRL, he worked in various sections. In 1989, he worked in the Telematic and Security Section, where he was involved in the specification and development of Telecom Australia's X.500 based Corporate Electronic Directory. From 1990 to 1994, he worked in the Network Analysis Section. The projects he has involved include evaluating the traffic and availability performance of the Australian ISDN network, development of software tools for the analysis and design of telecommunications networks, and traffic management, in particular, real-time congestion control, in Broadband ISDN.
He joined the City University of Hong Kongin December 1994, where he is now an Associate Professor in the Departmentof Electrical Engineering and a member of the Networking Team of thedepartment. His past research interests include congestion control andswitch architecture for ATM networks, handoff technique and data linkprotocols for wireless ATM networks, optimal file placement invideo-on-demand networks and TCP over wireless networks, resourceallocation and routing in ad hoc networks. His current research interestsare network security, non-orthogonal multiple access and fog computing. Occasionally, he provides consultancy to industry, including the world-first commercial operator of video-on-demand service, and a struggling VoIP service provider. He holds two patents.
