常虹，国际法学院讲师，德国特里尔大学法学博士。
[学习经历]
1. 2010年至2014年赴德国攻读博士学位。
2. 2010年7月赴意大利贝纳文托参加海洋观测暑期班学习。
3. 2011年5月赴加拿大达尔豪西大学参加为期三个月海洋管理与海洋法学习班。
4. 2012年7月德国不莱梅大学参加中德海洋暑期班学习。
5.自2010年加入德国基尔大学future ocean cluster 项目，在德期间参加了众多该项目组织的有关海洋科学、海洋法及海洋管理的相关讲座、会议与项目活动。
6. 2012年4月至2012年6月：国际海洋法法庭（德国汉堡）法律事务部实习，负责中菲黄岩岛争端研究。
7.自2010年至今，参加许多海洋法及极地与深海研究的国际及国内会议，了解相关领域最新研究，获益匪浅。
