刘发林,男,籍贯河北赞皇,1963年7月生于河北邢台市。现为中国科学技术大学电子工程与信息科学系和微电子学院教授,博士生导师。1985年获清华大学无线电系工学学士学位,后又分别于1988年和2004年获中国科学技术大学电磁场与微波技术硕士
