Dr. LEUNG retired from The Education University of Hong Kong in 2015 and now he is an Adjunct Associate Professor of the University. Dr. LEUNG got his BSc and MA(Ed) at TheChinese University of Hong Kong in 1976 and 1983 respectively, PGDE from Hong Kong University in 1978 and PhD from the University of Sydney, Australia in 2003. He joined The Hong Kong Institute of Education (the former name of the Education University of Hong Kong) in 1995. He was appointed the Associate Director and later Co-Director of the Centre for Governance and Citizenship from 2009 to 2016. He researches and teaches mainly on civic education, human rights education, national education, political socialisation, democratisation of schools and educational policies. Dr. LEUNG has published extensively in international, regional journals and books. He also engages actively in civil society in Hong Kong and was the coordinator of the Hong Kong Alliance for Civic Education.
