Andy Chow's research focuses on building sustainable and reliable transport and logistics systems with emerging analytics, sensing, and computing technologies. He received his undergraduate education in Hong Kong. His doctoral research on optimal control of dynamic transport networks completed in England received a Gordon Newell Memorial Dissertation Prize in 2008. He is a Board Member of the Hong Kong Society for Transportation Studies (HKSTS), Fellow of the Royal Statistical Society (RSS), Chartered Member of the Chartered Institute of Logistics and Transport (CILTHK), Member of the Institute of Electrical and Electronics Engineers (IEEE), and Institute of Mathematics and its Applications (IMA). Before joining CityU, he has held academic and research positions at University College London in the U.K., and University of California Berkeley under the California PATH program in the U.S.
