This program aims to prepare students with the theoretical and methodological foundations in becoming an urban professional. It will equip students with the active attitude as well as the knowledge, analytic approaches and learning skills in understanding and critically evaluating the theories and practices of the management of large cities both in the Region and internationally.
On completion of the master in urban management, graduates will be able to:
- recognise the major theoretical approaches to urban policy and practices of urban management in the Region and beyond;
- apply the analytic and research skills acquired in the programme in devising new understanding of the practices of urban management;
- conduct independent interrogation of practices in urban management and generate innovative solutions in improving practices;
- identify and reflect the social and cultural norms and dimensions of urban management practices across countries; and
- present their ideas clearly and systematically, both in verbal and written forms.
To be eligible for admission to the Master in Urban Management programme, an applicant must satisfy the General Entrance requirements:
- Hold a recognized bachelor’s degree of one of the universities in Hong Kong or from any overseas institutions recognized for this purpose by the University; or
- Hold such other qualifications as deemed acceptable by the University as equivalent to the above.
Applicants whose entrance qualifications were obtained from an institution where the medium of instruction is NOT English should also fulfill the following minimum English proficiency requirement:
(a) A TOEFL score of 580 (paper-based test) or 92 (internet-based test); or
(b) An overall band score of 6.5 in International English Language Testing Systems (IELTS); or
(c) A score of 490 in the new College English Test (CET-6) of China mainland#; or
(d) Other equivalent qualifications
# Applicants holding the old CET-6 result must attain a pass to fulfill the entrance requirement.

All applicants are required to indicate their preferred study stream at the time of application. The University reserves the right to suspend a study stream in case of under-enrolment.
The programme is designed for fresh graduates from local and overseas universities as well as early-career professionals from the fields of urban management in government institutions and agencies, NGOs and business enterprises. Graduates from this programme are expected to enter into or to continue their services with public and private agencies involving in urban management or to continue further study for professional or higher academic qualifications.
There are limited opportunities for students to engage in optional and self-funded internship to local or overseas organizations or self-directed study trip overseas in helping students to acquire first-hand experience in urban management.
Internship arrangement for the programme is optional.
