林绍福，博士，研究员，硕士生导师。
1、基本情况：
教授，北京智慧城市研究院常务副院长、北京未来网络科技高精尖创新中心执行主任，北京大数据研究院理事；中国电子学会高级会员，中国计算机学会会员和区块链专委会委员，中国大数据产业生态联盟专家委委员，中国大数据产业应用协同创新联盟专家委成员，北京绿色设计促进会专家委副主任。1990年毕业于中国科技大学计算机科学技术系，1996年获系统分析员证书，1999年获评高工，2002年获北京大学理学博士，2005年获评教授级高工。先后在海南省信息中心、北京市信息办、北京市经济信息化委和北京工业大学工作，担任过多个处级副职和正职岗位，具有多年信息化和科技创新业务工作及科学研究经验，参加过海南省信息化、数字北京、智慧北京等建设和抗击非典、北京奥运会等重大活动。组织制定信息化、电子政务、大数据、中关村科学城、战略性新兴产业等相关规划和政策，主持和参加多项863课题和北京市科技计划课题，承担了智慧北京、城市副中心智慧城市、北京世园会、冬奥智慧场馆等相关的多项研究项目，主持和参与编制多项地方标准和国家标准。曾获得2项省部级一等奖、2项二等奖和1项三等奖，获评北京奥运会残奥会、抗击非典的先进个人。

（1）2011年11月，“北京市政务信息资源共享交换平台”项目，获2010年北京市科学技术奖三等奖。
（2）2010年2月，“政务地理空间信息资源共享服务体系建设及应用”项目，获得国家测绘地理信息局、中国地理信息系统协会颁发“2010年地理信息科技进步奖二等奖”。
（3）1997年4月，“海南省工商行政管理信息系统”获国家信息中心授予国家经济信息系统建设成果一等奖。
