个人简介

姜小三,男,博士,1967年10月1日生,籍贯江苏省泰州市人,2014年9月挂职新疆农业大学草业与环境学院副院长(分管研究生、实验室平台等,聘期三年)。1987年9月至1991年7月 南京农业大学土壤与植物营养专业本科毕业,获农学学士学位;1991年8月至2000年12月,先后担任南京农业大学资源与环境科学学院团委书记、院办公室主任等职(1996年12月晋升助理研究员);2001年1月-2010年7月,担任南京农业大学资源与环境科学学院土壤学系副系主任、党支部副书记(2000年9月-2003年7月,南京农业大学在职硕士研究生毕业,土壤资源与信息技术,获土壤学硕士学位;2003年9月至2008年7月南京农业大学在职博士研究生毕业,土壤资源与信息技术,获土壤学博士学位;2001年12月,转聘讲师,2005年12月晋升副教授,2006年4月环境科学硕士生导师);2010年7月至2014年9月,南京农业大学土壤与生态学系系主任,南京农业大学资源环境信息工程中心主任,副教授。2012年5月-2013年5月江苏省教育厅资助赴美国普度大学国家农业部土壤侵蚀实验室,访问学者,客座研究员。中国自然资源学会自然资源信息系统专业委员会委员,国际地圈生物圈计划中国委员会(CNC-IGBP)RS/GIS工作组成员、江苏省土壤学会理事、卫生部卫生地理信息专业委员会委员等。主要从事资源环境信息系统领域的教学、科研与科技服务工作。
主要研究方向:资源环境信息系统,环境与健康评价。

教学方面,主讲课程:主讲地理信息系统、应用遥感技术、农业资源信息系统、环境信息系统、土壤资源调查与评价、GIS软件应用、遥感数字图像处理等课程,2009年,2013年两次获得南京农业大学教学质量综合评价优秀。主编教材:普通高等教育“十二五”规划教材《地理信息系统实验》和面向21世纪课程教材《农业资源信息系统实验》,参编全国高等农林院校“十五”规划教材《土壤资源调查与评价》、全国高等农林院校“十一五”规划教材:《农业资源信息系统》。两次被评为南京农业大学黄瑞彩教授奖教金一等奖。教研与教改方面,获得国家级、省级等各类教学成果奖11项:国家教育部优秀教学成果二等奖(5/10)、江苏省优秀教学成果特等奖(5/10)、江苏省优秀教学成果二等奖(5/10)、南京农业大学优秀教学成果特等奖(5/10)、南京农业大学优秀教学成果一等奖(5/10)、江苏省精品课程(2/10)、两次获得南京农业大学黄瑞彩奖教金一等奖、全国大学生创业大赛一等奖优秀指导教师、南京农业大学大学生课外活动与社会实践优秀指导教师等。
科研与科技服务方面,先后承担国家自然科学基金“定量监测水土流失新方法的研究”(**)、土地利用-覆被面积变化对溪流底溪动物完整性影响研究(**)、水利部专项淮河流域水土保持遥感数据处理与评价项目(2005-2007)、国土资源部与江苏省政府的“省部共建项目” 江苏省无公害农产品产地土壤环境综合评价与对策研究、科技部基础专项子课题(2008FY110600)“江苏省北半部土系调查与<中国土系志.江苏卷>编制”、浙江省重点科技攻关项目(2005C22072)浙江杭州湾湿地生态信息数据库与管理系统的研制、国家自然科学基金重大国际合作研究项目“中日农业小流域氮素循环对水质量影响的比较研究”子课题“长江流域农业典型小流域氮素循环对水质量影响”(**-1)、江苏省水利厅项目“江苏省水土流失定量监测与监测系统的完善研究”、科技部专项中俄科考项目“中国北方及其毗邻地区土壤等自然地理环境综合科学考察和调查”、水利部淮河委员会“淮河流域水政/水土保持遥感动态监测系统开发”、卫生部行业支撑项目“淮河流域生态环境与肿瘤疾病发生的相关性”、中国农业科学院“北京延庆县农业面源污染定量监测研究”、江苏省水利厅“水土流失定量监测系统的完善研究”、江苏水利厅“江苏省2001-2007年水土流失定量监测研究”、水利部淮河水利委员会淮河流域水土保持监测规划编制、水利部长江委员会“长江流域上游土壤侵蚀监测技术与方法研究”、国家科技部“国家环境小卫星遥感动态监测系统生态环境分系统建设”、卫生部中国疾病预防控制中心“环境与健康综合监测平台建设”、水利部长江委员会“南水北调工程水源区丹江水库流域土地利用遥感动态监测”、中国林业科学院亚热带研究所“浙江省杭州湾生态信息监测数据库与网络地理信息系统”等科研项目20余项。科研进展顺利,取得了预期的成果。获得水利部淮河委员会科学技术奖一等奖1项(3/10)、水利部淮河委员会科学技术奖二等奖1项(2/10)、安徽省科技进步三等奖1项(3/10)。在土壤学报等核心期刊发表40多篇学术论文(主要代表作见附表)。成功申请并获得"淮河流域水政/水土保持卫星遥感动态监测系统"等国家软件著作权2个。面向国家需求和社会需求,积极开展科技服务:积极推进农业资源环境调查与管理、湿地生态遥感调查与监测、环境与健康评价等领域信息化、智能化,参与政府行业主管部门信息化应用系统平台的构建,为国家与省级行业主管部门提供科技咨询与科学决策信息服务。
