刘培德, 北京交通大学管理科学与工程专业博士，中国民航大学蓝天特聘

教授。 2014.9 荣获“全国优秀教师”。山东省有突出贡献的中青年专家，

山东省优秀研究生指导教师，省级精品课程负责人，民航大学经管学院民航管理决策研究所所长。

社会兼职：担任山东财经大学决策科学研究所所长，山东省企业电子商务工程技术研究中心副主任，山东省信息化与工业化融合促进中心副主任，中国信息经济学会常务理事，中国信息经济学会信息管理专业委员会常务理事、副秘书长，山东省经济管理学会常务理事、副秘书长，山东经营管理研究会常务理事；是国家自然科学基金项目函审专家，省经济和信息化委员会信息化工程项目、省科技厅制造业信息化项目评审与验收专家，是省科技奖励、科技计划项目及省发改委、省财政厅项目评审专家。担任国际期刊《Journal of Intelligent and Fuzzy Systems》（SCI检索）的副主编（Associate Editor），国际期刊《The Scientific World Journal》（SCI检索）、Journal of Applied Mathematics（SCI检索）和 Mathematical Problems in Engineering（SCI检索）的编辑，国际期刊《Technological and Economic Development of Economy》（SSCI检索）和《African Journal of Business Management》（SSCI检索）、《Journal of Convergence Information Technology》（EI检索）、《Journal of Business Management and Economics》和《International Journal of Management and Administrative Sciences》、《Business Management Dynamics》、《International Review of Business and Social Sciences》、《International Journal of Information Engineering》、《Journal of Business Research》的编委。

主要研究成果：作为主要起草者完成了《山东省电子商务十一五发展规划》，《山东省推进信息化与工业化融合的实施方案》、《山东省人民政府办公厅关于推进信息化与工业化融合试验区建设的意见》、《山东省国民经济和社会信息化十二五发展规划》、《关于加快推进信息化与工业化深度融合促进转方式调结构的意见》等文件。作为主要起草人完成山东省地方标准《信息化与工业化融合水平评价指标体系》（DB37/T1947-2011）的制定。发表学术论文近百篇，其中，SCI或SSCI检索论文47篇，EI检索35篇，被国内外同行引用800余次，有七篇论文是Web of Sciences中ESI高被引用论文，论文H指数14；取得省社科一等奖1项（首位）、二等奖2项（首位）；省科技进步二等奖4项（首位1项），省科技进步三等奖1项（首位）；山东省专利一等奖1项（首位）；取得发明专利1项（首位），实用新型4项（首位3项）；主持国家自然科学基金2项、国家软科学项目1项，参与国家课题3项，主持省部级项目14项，市厅级项目7项，参与国家、省部级项目9项；应用项目全部实现产业化，转让给多家企业生产，取得了显著的经济和社会效益；曾担任9个国际会议的程序委员会主席。指导的研究生有两人分别获2012度、2014年度省级优秀硕士论文。
