杨海娟

杨海娟，女，1965年4月出生，博士，副教授，人事部注册房地产估价师，陕西省地价评估专家组成员，出版著作2部，发表论文25篇。主要从事房地产估价、土地价格评估等方面的教学与科研工作。
教学：承担西北大学城市与环境学院城市建设与房地产开发、城市规划专业本科生的“城市土地经济学”、“建设项目可行性研究”、“房地产评估的理论与方法”、“房地产开发与估价实务”以及研究生的“城市经济学”等课程的教学工作。
近几年主持或负责的与房地产有关的项目主要有：
1、2000.3-2000.12,与陕西华地不动产咨询与评估公司合作，完成国土资源部一级子课题《西安市基准地价的评估研究》，主要负责资料的收集与基准地价评估工作，项目与2000年12月5日通过国土资源部的验收，成果达到国内领先水平。
2、2001.6-2000.9，完成国土资源部一级子课题《乌鲁木齐市城市土地调查项目基准地价的评估研究》，项目已通过国土资源部的验收，达到国内领先水平。
3、2002.5-2003.3，主持“西安市临潼区城镇土地分等定级与标定地价监测体系建设”项目，2002年12月通过陕西省国土资源厅的验收，成绩95分。
4、1997.6-1998.12，技术负责包头市城市土地的定级与估价工作，主要负责基准地价的评估工作，1998年通过内蒙古土地局的验收。
5、1998.12-1999.4，负责杨凌开发区土地定级与地价评估工作。
6、2002.5-2003.1，主持“澄城县城镇土地分等定级、基准地价评估与标定地价监测体系建设”项目，成绩渭南市12个区县中名列第一。
7、2002.8-2003.5，主持“蓝田县城镇土地分等定级、基准地价评估与标定地价监测体系建设”项目，2003年4月24日通过西安市国土资源和房屋管理局的验收，成绩95分。
8、2003.5-2004.1，主持“陕西省宝鸡市城镇土地分等定级、基准地价评估与标定地价监测体系建设”项目。2003年7月已通过陕西省国土资源厅的验收，成绩97分。
9、2003.6-2003.12，技术负责“太白县城镇土地分等定级、基准地价评估与标定地价监测体系建设”，成绩在宝鸡市13个区县中名列第一。
10、2002.3-2003.12，负责“陕西省安康市城区、汉滨区城镇土地分等定级、基准地价评估与标定地价监测体系建设”项目的数据处理与报告撰写工作，2003年11月通过陕西省国土资源厅验收，成绩96.5分。
11、2002.5-2003.8，负责“国家农业高新技术产业开发区地价体系建设”工作，2003年7月通过陕西省国土资源厅的验收。
12、2002.5-2002.12，负责兴平市地价体系建设工作，2003年11月通过咸阳市国土资源局的验收。
13、2002.5-10，参加“西安市阎良区城镇地价体系建设”项目，负责资料的收集与部分资料的处理。
14、2002.5-10，参加“西安市户县城镇地价体系建设”项目，负责外业资料的收集工作。
15、2002.4-10，参加“富县城镇地价体系建设”项目，负责资料的收集与部分资料的处理工作。
