张炳,南京大学环境学院博士、教授,南京大学江苏省环境保护厅环境管理与政策研究中心主任。2003年7月毕业于南京大学环境科学系环境规划与管理专业,获理学学士学位;2008年12月年毕业于南京大学环境学院,获环境规划与管理专业理学博士学位。2006年9月至2007年2月赴香港大学城市规划和环境管理中心访问学习,2007年9月至2008年9月作为国家建设高水平大学联合培养博士赴美国Rutgers大学城市规划和公共政策系工作学习。主要经济和环境战略、区域可持续发展、环境管理与政策分析、环境经济学等咨询和研究工作,2013年获得国家自然科学基金优秀青年科学基金资助。
内容提要:Environmental enforcement via monitoring and inspection is believed as the principal factor of driving corporate environmental performance and improving the environmental quality in developed countries. China also launched a state-monitored key firm program, imposing more stringent environmental monitoring and inspection on key polluting firms. This paper aims to assess the impact of improving environmental inspection and monitoring on polluting firms’ water pollution discharge in China. Since the program targeted the key water polluting firms with the cutoff of the 65% of total pollution discharge, a Regression Discontinuity Design approach is employed to assess the impact of the program. We explore a large Environmental Statistical dataset of 40021 manufacturing firms using the non-parametric local linear regression method and find that the key firm program has a significant lagged deterrent impact which reduced the polluting firms’ chemical oxygen demand (COD) discharges by 1.6%-2.2%. Also, more detailed investigations demonstrate that the program has long term and heterogeneous impacts on industries of food & beverage, textile & clothing and paper. The results provide empirical evidence about the effectiveness of the environmental monitoring and inspection, and suggest a top down environmental enforcement to effectively improve the water environment in China.
