章奇，美国西北大学政治学博士、北京大学中国经济研究中心经济学博士。现为复旦大学中国社会主义市场经济研究中心副教授，主要研究政治经济学，尤其是精英政治对经济政策、资源分配和经济绩效的影响。另外还研究权威体制下的政治生存和政策制定的一般关系、中国的财政和金融政策、地方治理和经济发展模式、民营经济等。
讲座内容摘要：
In this paper we attempt to unravel the black box of Beijing’s economic policy making, i.e., fiscal and monetary policies, and develop a theory of policy choices in a single-party regime like China. The central idea is that the party rests the regime’s survival on the loyalty or support from two groups: the powerful elite and the masses, distinguished by their political endowments. To ensure the survival, the party leadership must use a combination of two basic means to get sufficient loyalty: repression and buying loyalty. The former is to put down on any opposition against the regime from outside or from within the regime by using violence, while the latter is to distribute and deliver material and monetary benefits in exchange for loyalty. Thus fiscal and monetary policies are made to allocate resources in a way to maximize the likelihood of the survival of the regime. We derive the equilibrium in this environment and investigate how the institutional characteristics of the red capitalism shape the comparative statics.
