香港浸會大學協理副校長（中醫藥發展），曾肇添中醫藥臨床研究講座教授，中醫藥學院臨床部主任、講座教授，香港中醫藥臨床研究中心主任，創意研究院副院長。1988年畢業於南京中醫藥大學獲中醫學學士學位，1991年獲北京中醫藥大學碩士學位，1994年於廣州中醫藥大學獲醫學博士學位。畢業後於廣州中醫藥大學從事科研、臨床及教學工作。曾獲得國家科技進步二等獎等多項科研獎勵。
2001年加入香港浸會大學中醫藥學院後，先後承擔來自香港研究資助局(RGC)、香港食物環境衞生福利局、香港賽馬會中藥研究院基金項目在內的多項研究工作。卞教授長期從事中醫藥治療消化系疾病(如腸易激綜合征，功能性便秘、潰瘍性結腸炎、克隆氏病、胃腸道腫瘤，胃食管返流、抑郁證、肝癌等)、頑固性頭痛等的基礎與臨床研究，以及中草藥臨床研究規範化問題。
