Associate Professor; MSSDS Programme Leader Discipline: Political Economy Toby's research concentrates on the political economy of development, with a particular geographical focus upon Asia. He has published in journals such as Journal of Contemporary Asia, Globalizations, Development and Change, Pacific Review, Asian Studies Review and Antipode. He is the author of Delusions of Development: the World Bank and the post-Washington Consensus in Southeast Asia (Palgrave-MacMillan, 2010; reviewed in International Studies Review and Journal of Contemporary Asia). He has edited or co-edited numerous special issues of journals and books, including The Political Economy of Southeast Asia - Politics and Uneven Development under Hyperglobalisation (edited with Shahar Hameiri and Lee Jones; Palgrave, March 2020), Beyond the Developmental State: Disembedding Autonomy (edited with Darryl Jarvis; Cambridge University Press, first published 2017; paperback February 2019; reviewed in Journal of Contemporary Asia, 2019), The Financialisation of Development in Asia (edited with Darryl Jarvis; Routledge, May 2015), Markets and Development: Civil Society, Citizens and the Politics of Neoliberalism (edited with Darryl Jarvis; Routledge, December 2015) and The Politics of Marketising Asia (edited with Darryl Jarvis; Palgrave-MacMillan, 2014; reviewed in Pacific Affairs and Journal of Contemporary Asia).

Toby also co-edits (with Darryl Jarvis, Kelly Gerard and Paul Cammack) the Palgrave book series, Studies in the Political Economy of Public Policy (currently home to 19 titles), is a Co-editor of Journal of Contemporary Asia, and an Associate Editor for Journal of Labor and Society. He also sits on the editorial boards of Contemporary Politics, and the Bristol University Press series, Spaces of Peace, Security and Development. Toby is also an Adjunct Professor at University of Macau's Centre for Macau Studies.

Toby has published opinion pieces in The Guardian, Le Monde Diplomatique, the Huffington Post, The Conversation, The Age, The Bangkok Post, The Canberra Times, ABC’s The Drum, Online Opinion, The Nation, South Reviews, The Jakarta Post and The Jakarta Globe. He is also a published photographer who combines his research interests with social commentary-oriented photography.
